This work was thought to have been added to Phillips’ collection in 1940. (see sales ledger, Sharp Papers) Sharp wrote the following note to his patron about that time: "The Northern Indians love their Council talks and arguments, to brag of their exploits, “Count Coups”, or listen to advice from the Chiefs. They listen attentively to the speaker, never interrupt or heckle. When finished, the speaker will say, “I am through” or “I have said”, and make way for another if occasion demands. I have seen Councils of thousands of Northern Indians of many tribes, the speakers their best orators. When many tribes are present they use the sign language altogether, and everyone understands perfectly." (Woolaroc archives)
